They seriously replaced it with 4.0? Seriously? Last time I checked it was 3.95 CVS. Rediculous what I had to dig through to get it. So I have had no luck in Finding Stepmania 3.95 CVS that supposedly is recommended and exists. Great and all, but I've decided I actually want rolls on the In The Groove 2 songs to work, along with be a bit more up to date with themes. I have currently Stepmania 3.9 installed. StepMania is free and all the official simfiles work with any version but theming is finally moving towards StepMania 5. All of those are going to be for StepMania 5. to In The Groove - In the Groove 2, and was ported into StepMania 3.95 CVS builds.

And there are multiple flavors of 3.9 that some themes will require you be using. Every good theme for that version has been ported on to 5. For 4.0, dubaiOne is nice, and there's a LOT out there for 3.9, so you probably wouldn't have trouble finding one that you like. It depends on what you want in a theme if I'm recommending which one to download. A lot of arcade-like themes are for 3.9, but there are also a couple for 4.0 and 5, though they're a bit rarer. It depends on which version of StepMania you have.
